Kayonza District Leadership Hosts Nigerian Delegation on Study Tour of Decentralization and Inclusive Planning

In a spirit of international cooperation and knowledge sharing, Kayonza District on this Tuesday May 6, 2025 welcomed a delegation from Nigeria’s North East Development Commission (NEDC), currently on a study tour focused on decentralization and inclusive development planning.

The delegation was received by the Mayor John Bosco Nyemazi, along with members of the District leadership team. During a comprehensive briefing, the visiting officials were introduced to Rwanda’s decentralization framework, with specific emphasis on Kayonza District’s citizen-centered planning and budgeting processes.

Mayor Nyemazi underscored the importance of local participation in development, stating:

“Our consultative approach ensures that every voice from Community members to Sector Level and the District is part of shaping its priorities. True development must be inclusive and accountable to those it is meant to serve.”

The NEDC delegation was particularly interested in the district’s methods for promoting community-led development and maintaining accountability. Presentations included detailed explanations of mechanisms used to oversee settlement improvement projects, monitor implementation, and ensure transparency in the use of public resources.

The exchange also highlighted District’s coordination systems and stakeholder engagement strategies, which have contributed to improved service delivery and stronger governance at the local level.

This visit is part of a broader initiative by the North East Development Commission to identify best practices that can be adapted to Nigeria’s context, particularly in the northeastern region, which is undergoing recovery and reconstruction.

Both sides expressed appreciation for the opportunity to engage in mutual learning and committed to exploring future avenues for collaboration.
